I searched the official wiki for “persona fusion” and did not find a system by that name. The word persona shows up because some units are designed after Persona characters: Apathetic Savior, Phantom Thief, Investigation Leader, and Rohan (Adult). The word fusion shows up in two other systems. Combining those words into one feature would be a guess, so this page says what I actually found.

Demon familiar fusion is on familiars. Winged Being plus Lost Girl is Tempting Devil. Trenchcoat plus Tempting Devil is Chosen Savior. Other pairs become Harpist. Memoria fusion is how you level a memoria, on the memoria guide. You fuse memoria into memoria. Update 14.5 added a fusion UI and auto fuse. Those lines are bug-fix notes on the 25th Hour page, not a persona compendium.

If a video calls a menu “persona fusion”, I would match the button to one of those two screens before spending materials.
